  On November 6, 2019, the National Development and Reform Commission officially released the Catalogue of Guidance for Industrial Structure Adjustment (2019 book) (hereinafter referred to as the "Catalogue (2019 book)"). The Catalogue (2019) is divided into three categories: encouraged, restricted and eliminated, and will come into effect on January 1, 2020.
  Encouraged category mainly on the economic and social development has an important role in promoting the technology, equipment, products and industries that are conducive to meeting people's needs for a better life and promoting high-quality development.
  Restricted category is mainly backward technology, does not meet the industry access conditions and relevant provisions, prohibit new expansion and the need to urge the transformation of production capacity, process technology, equipment and products.
  Eliminate the main category does not meet the relevant laws and regulations, does not have the safety production conditions, a serious waste of resources, pollution of the environment, the need to eliminate backward processes, technologies, equipment and products.
  It should be noted that the category does not belong to the encouraged, restricted and eliminated categories, and in line with national laws, regulations and policies for the permitted category. Allowed categories are not included in the "Catalog (2019)".

  The "Catalogue (2019)" encourages, restricts and eliminates a total of three categories involving "petrochemical" in a total of 47 articles.
